The Village of Gettysburg has a part time job opening for a Village Administrator. The administrator would report to the Mayor and Village Council.
QUALIFICATIONS: Any combination of training and work experience which indicates possession of the knowledge, skills, and abilities listed below. An example of acceptable qualifications for this position: Two (2) years’ experience in administrative office practices and procedures; preferably in municipal government operations, or equivalent combination of training and/or experience. Must meet the requirements to be bonded. Must possess a valid Ohio driver's license.
ESSENTIAL FUNCTIONS OF POSITION: The Village Administrator shall have the powers, duties and functions as provided by the general laws of the State of Ohio, including, but not limited to, the following:
The Village Administrator appointed under section 735.271 of the Revised Code shall manage, conduct, and control the water and sewer works, or other similar public utilities, furnish supplies of water, collect all water and sewer rents, and related duties as authorized under Ohio law and by Ordinance. The rates for service and charges for municipally owned utilities shall be determined by the legislative authority of the village.
Is responsible for the efficient and effective operation, coordination and oversight of services provided by the Village such as snow removal and street maintenance; mowing, maintenance of village governmental and public buildings and facilities, and park; brush and leaf pickup; storm and sanitary sewer systems, water treatment and distribution and waste water treatment, and shall supervise the improvement and repair of the above.
Directs, supervises and coordinates work activities of all employees under position supervision.
The Village Administrator may make such bylaws and regulations as he deems necessary for the safe, economical, and efficient management and protection of such works, plants, and public utilities. Such bylaws and regulations, when not inconsistent with village ordinances and resolutions or the constitution of this state, shall have the same validity as ordinances.
The Village Administrator shall appoint officers, employees, agents, clerks, and assistants, provided such positions are first authorized by the legislative authority of the village;
Determines and assigns work projects as well as work schedules.
Receives residents’ suggestions and complaints and works toward acceptable solutions.
Responsible for employee motivation and discipline including coaching, corrective counseling and oral or written reprimands, suspensions or terminations in accordance with established policies.

Code/Zoning Officer - The Code Enforcement Officer performs a variety of routine and complex work in the interpretation and enforcement of adopted codes, ordinances, and related rules and regulations relating to zoning, land use, building codes, health and safety, blight, and other matters of public concern; as well as, serves as a resource and provides information on Village regulations to property owners, residents, and businesses.
Supervision: Position is under the general guidance and direction of the Village Administrator.
Position ensures the compliance of zoning related ordinances, public nuisance abatements, building codes, property maintenance, abandoned and inoperable vehicles and other related duties
Duties and Responsibilities:
• Performs systematic site inspections of properties and building structures to ensure compliance with all applicable Village codes and regulatory requirements; enforces all aspects of Village codes and ordinances.
• Writes letters for enforcement for any Village Code violations. Issues the necessary citations for non-compliance.
• Maintains a list of all abandoned real estate. Enforces any related ordinance violations.
• Inspect, and or coordinate with Building Inspectors and or Village Engineer, to inspect structures for determination of soundness and consideration for condemnation.
• Conduct inspections for and issuing Residential Occupancy and Commercial Conforming Use Occupancy Permits.
• Issues Repair, Zoning, UCC, Demolition, Sidewalk, Curb Cut, Driveway, Street Opening, and Signage Permits.
• Determine if variances are needed, post and deliver to either Zoning or Planning Commission.
• Attends all hearings for ordinance violations, schedules hearings for matters pertaining to the Zoning and Planning Commission.
• Knowledge of code enforcement principles, practices, and methods applicable to local government; working knowledge of applicable laws, standards and regulations relating to various land use, nuisance and public safety codes.
• Knowledge of local laws, rules, ordinances and regulatory standards applicable to code enforcement work and responsibilities.
• Ability to read and interpret building plans, specifications and building codes.
• Ability to apply technical knowledge and follow proper inspection techniques to determine whether structures should be considered for condemnation.
• Knowledge of record keeping, report preparation, filing methods and records management techniques.
• Ability to understand and utilize zoning maps, land use maps, plat maps and other documents related to real property.
• Ability to effectively communicate, both orally and in writing, and to advise on standard compliance methods.
• Ability to perform work with a minimum of supervision and to understand and follow instructions.
• Ability to establish and maintain effective working relationships with those contacted in the course of work, including other city departments and outside agencies.
• Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
• Ability to show courtesy, tact and sensitivity to individual differences when dealing with people who are hostile, difficult and/or distressed.
• Ability to use personal computer.
• Ability to independently prepare routine correspondence and memorandums.
• Ability to understand and follow written and oral instructions.
MINIMUM QUALIFICATIONS:
• High School Diploma or GED equivalent.
• Valid Ohio driver’s license with acceptable driving record for the past three years.
